I. EXECUTIVE SUMMARY

Division of Valencia City is an 18-year old institution to date. Republic Act 8985, Sec. 49, otherwise known as “Act Converting the Municipality of Valencia in the Province of Bukidnon into component City to be known as the City of Valencia, Sangguniang Panlungsod Resolution No. 2004-24 dated February 16, 2004 paved the way of providing the division its autonomy from the Division of Bukidnon.

Serving 32 complete Elementary Schools, 7 National High Schools, and 26 Integrated Schools, Division of Valencia City has its fair share of answering the challenges of times as it continuously adapts to the changes of education landscapes.

In spite of gaining recognition in both academic and co-curricular activities in the regional and national levels the provision of equitable access and the quality of learners through formal education and the ALS remains a challenge. Overall results in the National Achievement Test (NAT) in the elementary, Junior High School and Senior High School are way far from achieving the national targets despite the concerted efforts of both internal and external stakeholders.

True to its mantra that No Valenciano is Left Behind, data-base studies and analyses are employed to improve administration and supervision, enhance efficiency and effectiveness of educational services, and ensure inclusivity of every school-age children wherever they may be in Valencia City.

Recently, the TUV Rheinland certified the Valencia City Division with a Quality Management System ISO 9001:2015 with its practices on satisfying the requirements in providing management, administration and supervision of basic education services. The certification concurs to the division’s undertakings on curriculum management, implementation and supervision, school governance and operations, and administrative services.

With strong support from its stakeholders, this Division renews its commitment to expand access to basic education, improve quality and relevance, modernize education management and governance.

Envisioning a better institution for its employees, stakeholders, and learners, Division of Valencia City perseveres in creating a community of proactive, agile, resilient, and hopeful Valencianos through this Division Education Development Plan which will serve as a roadmap for the next six years.

II. Valencia City Division Profile

DepEd Valencia is a medium division situated in the heart of Bukidnon. It coexists with the Divisions of Bukidnon and Malaybalay. It serves 108 schools, 65 of which are public schools and 43 are private schools. For public schools 32 are elementary schools, 26 Integrated Schools and 7 National High Schools. Schools were grouped into 10 Districts, each with ALS learning centers to cater learners beyond school-age. Four schools are more or less 5 km away from the Division Office, 20 are around 6-20 km, 7 are most interior and mountainous situated 20- 30 kilometers from the division office while the rest are readily accessible by any mode of land transportation. In the interior barangays, access to transportation and communication is difficult. On the average, children need to walk about 3-8 kilometers on rugged terrains and short steep portions before reaching school in the highlands. Hiking would be more difficult during rainy days where clayey soil would be a total drag.

With the desire to provide inclusive education, Eleven (11) IP schools were created to cater about 70-100% Higaonon, Talaandig and Tigwahon in the remote uplands. Migtulod and Makailaw Elementary School accommodates the Higaonons. Mt. Nebo, Tandacol, Tagalawa. Lurugan and Salubsob Elementary Schools serve the Talaandigs while the Tigwahonons are in Pantaron, Bulacao and Mapantow Elementary schools. Three out of these nine schools are newly opened bringing IP learners nearer to their homes and reducing problems on distance.

Quality of learning in the IP schools are affected by the frequent movement of teachers. Every six months or more, a teacher will be transferred to another school leaving the learners always adjusting to their replacements. Three out of the 9 IP schools are attached to mother schools therefore instructional supervision is not full-time. Technical assistance received from the Division Office is also not frequent considering transportation problems on difficult roads especially on rainy days.

As of September 2023, the total number of personnel in Valencia City Division is Two Thousand Twenty-three (2,023). The breakdown is shown in the table below. The enrollment for the last three years is also shown in the tables below.
